Provincial Coordination Officer (Lahore, Pakistan)

The United Nations and the Government of Pakistan have agreed on a Sustainable Development Cooperation Framework (CF) for the period 2023–2027. Through this partnership, the UN is supporting the Government’s key development goals. As part of the agreement’s implementation, dedicated coordination roles have been established at the provincial level to strengthen collaboration between the UN and provincial governments.

These Provincial Coordinators are tasked with improving strategic alignment and cooperation to ensure the CF is effectively implemented on the ground. Their main objective is to foster a more integrated and streamlined approach to district-level development, helping to avoid duplication of efforts across different agencies. While they do not participate in technical discussions or project execution, they play a vital role in ensuring coordination between the UN and local authorities. They also work closely with the co-chairs of the UN Provincial Programme Teams (PPT).

Under the One UN initiative, the Resident Coordinator Office (RCO) has taken on a stronger leadership role to guide and coordinate the efforts of the UN system in Pakistan. The RCO is actively working to support Pakistan in meeting its international development commitments, particularly the Sustainable Development Goals (SDGs). As one of the first pilot countries for the One UN approach, Pakistan benefits from a more unified, effective, and value-driven UN presence.

Working under the overall guidance of the Head of the RCO and in collaboration with the PPT co-chairs, Provincial Coordinators provide vital coordination support at the provincial level, ensuring that the CF is implemented in alignment with local priorities and development needs.

Key Duties and Responsibilities

Support to Humanitarian Work– Support PSEAH workplan and co-chairs- Plan and coordinate RC missions to districts- Support preparation for high-level UN missions- Liaise with OCHA and humanitarian actors- Serve as humanitarian focal point at field level- Provide strategic input on humanitarian coordination- Organize meetings with PDMAs, UN, and relief partners- Support humanitarian access through coordination with local authorities- Participate in emergency needs assessments if required

Required Education

Master’s DegreeIn Political/Social Sciences, Law, International Relations or related fields OR
Bachelor’s DegreeWith additional 2 years of relevant experience in lieu of a Master’s

Experience Requirements

With Bachelor’s DegreeMinimum 2 years of experience in advisory, project design, or M&E of development projects
Additional Experience– Experience with UN/development sector- Familiarity with joint planning & RBM- Field-level coordination of humanitarian efforts- Experience in project management and stakeholder engagement- Strong report writing and presentation skills- Proven work with diverse groups and cultures
